Economic Development Authority
Overview
The Economic Development Authority acts as a catalyst for responsible economic growth that improves Fredericksburg’s quality of life. The EDA receives its funding from annual fees derived from the issuance of bonds for qualified borrowers. Additionally, the EDA advises the City Manager and City Council on fostering economic and industrial development.
The Fredericksburg Economic Development Strategic Plan was adopted by the Fredericksburg City Council on May 23, 2023, and endorsed by the Fredericksburg Economic Development Authority on March 13, 2023. The 10-point plan pulls from all existing City visions/plans.
The board consists of seven Members, city residency required, appointed to four-year terms with term expiration of June 30.

The EDA meets at 8:30 a.m. on the second Monday of each month (third Monday if second Monday falls on a City holiday) at the FXBG City Center, First Floor, Visitor Center Conference Room, 601 Caroline St., Fredericksburg, VA 22401 unless otherwise stated on the meeting agenda. Special and emergency sessions are called as needed.
Public Comment Guidelines
Citizens who wish to participate in a meeting’s public comment period will be able to send their comments by submitting the EDA Public Comments Form, or email Amy Peregoy at aperegoy@fredericksburgva.gov. Comments must be received at least one hour in advance of the meeting – for example, comments will be accepted until 7:30 a.m. on days with a 8:30 a.m. meeting. The plan is to read these comments out loud during the public comment portion of the EDA meeting. The standard rules apply to public comments: the person must identify himself or herself by name and address, including zip code, limit his or her remarks to 5 minutes or less for those attending the meeting in person and 3 minutes for submitted letters (read aloud) with a 40-minute cap on the read letters. All comments must address a topic of EDA business. Citizens wishing to speak in person during the public comment period must sign up with the Economic Development Manager prior to the start of the meeting. Public comments will not be accepted on video feeds, including not being permitted on Facebook nor website broadcasts.
Economic Development Authority (EDA) Formal Information Request Form
Costs:
A public body may make reasonable charges not to exceed its actual cost incurred in accessing, duplicating, supplying, or searching for the requested records. No public body shall impose any extraneous, intermediary, or surplus fees or expenses to recoup the general costs associated with creating or maintaining records or transacting the general business of the public body. Any duplicating fee charged by a public body shall not exceed the actual cost of duplication. All charges for the supplying of requested records shall be estimated in advance at the request of the citizen as set forth in subsection F of § 2.2-3704 of the Code of Virginia.
You may have to pay for the records that you request from the EDA. FOIA allows us to charge for the actual costs of responding to FOIA requests. This would include items like staff time spent searching for the requested records, copying costs, or any other costs directly related to supplying the requested records. It cannot include general overhead costs.
If we estimate that it will cost more than $200 to respond to your request, we may require you to pay a deposit, not to exceed the amount of the estimate, before proceeding with your request. The five days that we have to respond to your request does not include the time between when we ask for a deposit and when you respond.
You may request that we estimate in advance the charges for supplying the records that you have requested. This will allow you to know about any costs upfront, or give you the opportunity to modify your request in an attempt to lower the estimated costs.
If you owe us money from a previous FOIA request that has remained unpaid for more than 30 days, we may require payment of the past-due bill before we will respond to your new FOIA request.
EDA Board Members Remote Participation Policy
The remote participation policy-governing Board members’ attendance of any Authority meetings is as follows:
“Remote participation” means participation by an individual member of the Economic Development Authority of the City of Fredericksburg, Virginia by electronic communication means (audio + optional video) in a public meeting where a quorum of the Economic Development Authority is physically assembled.
It is the policy of the Economic Development Authority of the City of Fredericksburg, Virginia that individual Economic Development Authority members may participate in meetings of the Economic Development Authority by electronic communication as permitted by Va. Code §2.2-3708.3. This policy shall apply to the entire membership and without regard to the identity of the member requesting remote participation or the matters that will be considered or voted on at the meeting. The grounds for remote participation are the following:
- The member has a temporary or permanent disability or other medical condition that prevents the member’s physical attendance;
- A medical condition of a member of the member’s family requires the member to provide care that prevents the member’s physical attendance;
- The member’s principal residence is more than 60 miles from the meeting location identified in the meeting notice; or
- The member is unable to attend the meeting due to a personal matter, the nature of which is identified with specificity.
Whenever an individual member wishes to participate from a remote location, a quorum of the Economic Development Authority must be physically assembled at the primary or central meeting location.
When such individual’s remote participation is due to a personal matter, such participation is limited by law to two meetings per calendar year or 25 percent of the meetings held per calendar year rounded up to the next whole number, whichever is greater.
A member who wishes to use remote participation will notify the Economic Development Authority to make the request in sufficient time for staff to make any necessary technical arrangements.
Unless a member of the Economic Development Authority objects to the remote participation at the beginning of the meeting, it is deemed approved without action by the Economic Development Authority. If a member of the Economic Development Authority does object to the remote participation, it may be disapproved, but only if it would violate the Virginia Freedom of Information Act or this policy.
