  •  JumpStart! Grant Programs

     

    The Fredericksburg Economic Development Authority (EDA) has the authority to provide financial grants or incentives to assist new and existing businesses in the City of Fredericksburg in order to foster and stimulate economic development. The EDA’s JumpStart! Plan outlines the specific types of development that would best serve the City’s economic prosperity, and the EDA has established criteria for its grants that focus specifically on these JumpStart! recommendations. The funding for these grants is limited and eligible applicants must meet the criteria.

    Grant funding is divided into the following four categories:

     

    • Non-Profit Grant Program
    • Event Sponsorship Program
    • For-Profit Grant Program
    • JumpstArt! Grant Program

     

    Description of Grants

     

    Non-Profit Grant

    The EDA seeks to assist local non-profit organizations or governmental entities that undertake projects aimed at significantly improving the economic vitality of the City. Quality of life and community attractiveness are recognized components of this economic vitality trait. Maximum grant amount for a project is $5,000. The criteria for these awards are as follows:

     

    • The project must be a component of an overall economic development strategy.
    • The Application must contain a detailed project description that includes:
           o How EDA funds are to be used and, how the project will be made visible to the public 
           o A budget with a breakdown of the cost of each element of the grant request
           o Overview of other sources of revenue
           o Demonstrates that the grant money is legitimately needed for the project
    • Provide proof of sustainability beyond EDA funds
    • Indicate in your request whether you will need any type of City approval or permits. If yes, please indicate the status, and if you attended a Technical Review Committee meeting, please include the date. 

     


    Event Sponsorship Grant

    The EDA seeks to assist local events that enhance economic development and the quality of life for citizens. Maximum sponsorship grant amount for an event is $3,000. The criteria for these awards are as follows:

     

    • The event must identify its planned impact on the community, in terms of visitation, community pride and economic impact
    • The application must contain an overall budget that includes:
           o Detail on how EDA funds are to be used and the recognition EDA will receive as a sponsor
           o A breakdown of the cost of each sponsorship level
           o Overviews of other sources of revenue
    • The event may require City permits and approvals. 

     


    For-Profit Entity

    The EDA seeks to assist new and existing businesses in the City of Fredericksburg. Grants can be given for façade improvements, enhancement of the exterior of existing businesses or development or expansion of a business that will create new jobs and/or revenue. Projects and improvements funded by EDA grants are intended to be highly visible to the public. Grants are not given for the purposes of purchasing furnishings or equipment, making repairs or upkeep to the interior of buildings, nor for upkeep or repair to buildings leased short-term by a business. 

     
    The criteria for these awards are as follows:

     

    • The business must identify anticipated outcomes of its business growth strategy
    • The application must contain an overall budget that includes:
           o Details on how EDA funds are to be used and made visible to the public.
           o A breakdown of the cost of each element of the grant request
           o Overview of other financial commitments for the expansion/development
    • Drawings or plans must be scaled, clearly labeled and complete to include, as applicable, decks, patios, awnings, signs, building elevations, fences, landscaping,
      and any other physical improvements for which funding is requested.
    • Provide the name of the owner of the building or property, as applicable; provide written approval from the owner for the proposed project and your lease agreement/terms
    • Provide proof of sustainability beyond EDA funds
    • Documentation from your Technical Review Committee meeting with the Community Planning and Building Department or other evidence of necessary City approvals and permits. If your property is located in the Historic District and you are proposing any exterior alterations or changes, you must have Architectural Review Board approval.     JumpstArt! Grant

    To encourage quality of life in Fredericksburg through the promotion of the cultural arts, a target of 20% of annual grant funds will be designated to support the arts. The criteria for these awards are as follows:

     

    • The application must contain an overall budget that includes:
           o Details on how EDA funds are to be used and made visible to the public
           o A budget with a breakdown of the cost of each element of the grant request 
           o Overviews of other financial commitments towards the expansion
    • If applicable, submit drawings plans and any other documentation for which funding is requested
    • Documentation from your Technical Review Committee meeting with the Community Planning and Building Department or other evidence of necessary City approvals and permits. If your property is located in the Historic District and you are proposing any exterior alterations or changes, you must have Architectural Review Board approval.     All grant applications must be received by the City’s Department of Economic Development and Tourism located at 706 Caroline Street by March 1, June 1, September 1 and December 1. Please note that the EDA reviews grant requests in April, July, October and January.  All final determinations will be made by the EDA Board and applicants will be notified in writing of the Board’s decision.
