The Fredericksburg Economic Development Authority (EDA) in May 2011 appointed a six-member Main Street Exploratory Committee. The EDA in its 2010 – 2015 Strategic Plan identified the Main Street program as a model for strengthening the economy and vitality of our downtown. The Main Street program is a national network of over 1,600 towns and cities in over 40 states organized by the National Trust for Historic Preservation.
The Main Street model for building economic vitality downtown is based on the Main Street Four Point Approach:
Virginia has 25 certified Main Street communities supported by the Virginia Department of Housing and Community Development.
The Formation Committee was tasked by the EDA to share with the downtown business community and property owners the merits of the program, listen to stakeholder’s questions and suggestions, evaluate the level of support for a program and advise the EDA and City Council on whether and how a Main Street program should be established. The committee made its final report to the EDA on December 12, 2011. The committee's report and the committee's November 28th letter to the downtown businesses and property owners.
The committee found that strong support exists amongst downtown merchants, property owners, other businesses and citizens for establishing a Fredericksburg Main Street. No consensus emerged on how to fund the program. The committee recommends that a Fredericksburg Main Street formation committee recruit a broad-based board of directors with the goal of getting organized by mid-March 2012. The committee is very pleased that Scarlett Pons, PONSHOP Studio, and Paul Cymrot, Riverby Books have volunteered to lead the effort to find a Main Street Board, develop goals and a fair and steady funding source and adopt governing documents. The committee recommended that the EDA follow and support their efforts in every way possible. Scarlett Pons and Paul Cymrot’s December 8th letter to downtown stakeholders.
The Formation Committee has reorganized into a working board with the following members:
On March 26, 2013 the City Council voted unanimously approved a Memorandum of Agreement with the Fredericksburg Main Street Initiative. The is agreement between the City of Fredericksburg and the FMSI and outlines the working relationship as well as the proposed funding from the city.
